Energy Curtailment Specialists, Inc. Retains Carrigan + Associates for Regulatory Assistance and Strategic Advise

Energy Curtailment Specialists, Inc. (ECS) announces that it has retained Kathleen Carrigan and Carrigan + Associates (“Carrigan”) to represent and advocate its interests on demand response issues across North America, citing Carrigan’s unique ability to deliver both regulatory coverage and strategic advice for the company as it navigates through the fast-growing and changing landscape of the demand response industry. Carrigan will also sit as an integral part on ECS’ strategic advisory team.

Glen Smith, Co-Founder, President and CEO of ECS explained the decision to retain Carrigan as a “no-brainer”, stating, “Carrigan represents the prototype organization for exactly what we were looking for, with the ability to deliver regulatory assistance on a broad array of topics while calling upon their experience in the energy industry to provide our company strategic advice and representation on specific issues of importance to us.”

Starting as a two man operation in 2001 and now with more than 100 employees and growing, ECS has become one of the largest and leading demand response providers in the world, providing close to 1,500 megawatts (MW) of demand reduction when calling upon its ~ 5,000 participating customer facilities to reduce when markets and utilities experience a tenuous grid due to excessive electric demand. ECS administers its PowerPay! programs in 27 states and Ontario, Canada. In its home state of New York, ECS represents a majority of all demand resources participating in NYISO’s program, while in both California and Ontario they have already surpassed contractual commitments and are in the process of expanding those contracts. Additionally, ECS has brought several hundred MWs into PJM’s programs in only a few short months. “With this broad coverage in markets,” Smith said, “we were in need of a well-rounded group that not only has significant experience, but can also staunchly advocate our interests. Carrigan was the obvious choice.”

Kathleen Carrigan formed Carrigan + Associates earlier this year after completing a service contract with NYISO. Her range of experience includes being general counsel of an energy and telecommunications company as well as serving for eight years as senior vice president, general counsel and corporate secretary for ISO-New England, responsible for legal, federal and state regulatory affairs, government relations, and corporate communications.

“A critical component of the future of the energy industry is demand response and energy efficiency. When an opportunity arose to work with ECS, the demand response industry leader, it was exactly the challenge my firm was looking for,” stated Carrigan, adding “the core values of the company were in line with ours and we are ready to get rolling.”

Carrigan will join former Chairman of New York’s Public Service Commission and former President of NYSERDA William Flynn and former Chairman of the Massachusetts Board of Public Utilities Paul Afonso on ECS’ strategic advisory team.
